No, there is no standardized mechanism within the iSCSI protocol to
allow creation/deletion/modification of LUNs. This all has to be done
out of band using vendor specific admin interfaces :-(  As such the
libvirt iSCSI storage pools can only enumerate LUNs & report on their
properties.
