You need to upgrade your qemu version in order to get reboot
functionality.  If I remember correctly, upstream qemu didn't support
the hooks that libvirt needed until 0.15; upstream qemu is now at 1.1.
It's also possible to upgrade to newer libvirt and to install the
qemu-ga in your guest, to use a guest-agent reboot instead of an ACPI
interrupt request.
