A few months ago the configuration worked as expected - rebooting a machine would obey the directive in the config file and restart it, however that is no longer the case. What other information would be helpful in debugging this?

Could you run the following? 

#virsh dumpxml <domain> 

The XML for one of my VMs contains some entries that look like the following: 

<on_poweroff>destroy</on_poweroff> 
<on_reboot>restart</on_reboot> 
<on_crash>restart</on_crash> 

What do yours look like?
