"CPU tuning" is available since 0.9.0:
https://libvirt.org/formatdomain.html#elementsCPUTuning

If you mean "CPU frequency" as "GHz" or "%", I think there is no way to 
set the limit explicitly in QEMU/KVM. Instead, we use "period/quota" or 
"share" of CPU tuning.
