Regarding location of Libvirt library

This is expected: pkg-config can't find the libvirt.pc file until
you've installed it :)

  $ ls /usr/lib/systemd/system/*virt*

output?

What does the

    Miscellaneous
            ...
            Init script: XXX

entry look like in the summary that's displayed when you run Meson?

What OS are you using?
