Red Hat Cluster Suite (RHCS), as of Red Hat Enterprise Linux 4, no
longer requires a quorum partition. The configuration file is kept
in /etc/cluster/cluster.conf. Every time a change is made to the
configuration using system-config-cluster, the "Send to Cluster" button
next to the filename should be selected. This will propagate the changes
across the cluster.

Note: CCSD is the daemon that handles the propagation of the
configuration file across the cluster.
