[Linux-cluster] waiting for fence domain run state

Every time I start up my cluster, I get this on each node;

	fence_tool: waiting for fence domain run state

This seems to have to do with one of the nodes blocking another out but this 
is not the case, it happens on the very first node I fire up and on most nodes 
that get fired up afterwards.
