[Linux-cluster] No failover occurs!

I am familiar with Heartbeat and new to RHCS.

Anyhow:

I created a 2 node cluster with no quorum drive.
added an ip address on the public eth
added an ip address on the private eth
added the script apache, with proper configs on both hosts

The only way I can get all 3 to run is to reboot the nodes.

Shouldn't it failover if a service fails to start?
