[Linux-cluster] What does this mean? "Resource groups locked, not evaluating"

Hi All,

What does this mean?  "Resource groups locked, not evaluating"

I see it in my logs for a RHEL 4u7 after it boots up.  Functionally
everything seems to be working but I don't recall seeing that warning
before.
