I had to add use_virsh="0"  in cluster.conf to start vm as a cluster
service.

Like this:
<vm autostart="1" domain="fd1" exclusive="0" hypervisor="xen"
max_restarts="0" migrate="live" name="abc.domain.com" path="/guests"
recovery="restart" restart_expire_time="0" use_virsh="0"/>
