[Linux-cluster] question about stop service and then shutdown node

Hello,
based on cluster version 2 architecture, and in particular on a two nodes
cluster with quorum disk and rh el 5.5 + updates operating systems, is this
below the expected behavior?

baseline
service X set in autostart=1
node A + node B up and running with service X started on node A

first scenario :
1) clusvcadm -s X
2) shutdown -h now on node A

==> node B during its reconfiguration phase starts service X

second scenario :
1) clusvcadm -s X
2) shutdown -h now on node B

==> node A during its reconfiguration phase starts service X
