[Linux-cluster] Clusterbehaviour if one node is not reachable & fenceable any longer?

as Digimer told, maybe a fencing had failed, but just say i got a cluster
with a service that doesn't switch to other nodes after a fencing happen,
without info and cluster log and without conf, is not good
