Yep, you're right.  I guess it makes sense not to let everyone have
permissions to close and open bugs.  Probably the best way to handle this is
to either complain that the bug isn't fixed on this ML, or open a new bug
with the same info in it, which we can then mark as a duplicate of the first
one and reopen the first one.
