I had the same problem not too long ago when I tried to go from 0.8i (IOP
5) to 0.9x (IOP 10), it was able to recognize that the vgs were exported
but could not import them; there appears to be an on-disk structure change
between IOP 5 and IOP 10 that makes it unable to import an IOP 5 exported
vg... I eventually just backrev'd to 0.8i so I could use my vg's again (not
enough temp space to do a total vg conversion).
