I know that. Problem is precisely that Lohit Devanagari currently has
such a lookup, which, instead of being associated with no
script/language/feature, is associated with script/language but no
feature. And that's what is causing the bug.

Here you go.
I re-generated TT font and it confirmed this patch is right : empty
feature is gone.
