Update WHATS_NEW for last few checkins.

Increment lvm2app version number from 2 to 3.
Petr - you may want to wait on this one until you commit the remaining
property query functions (your patches for the 'percent' ones and mine
for the 'devices' and 'seg_pe_ranges').  That way anyone using version
3 knows they can query any property.
