[olpc-software] graceful handling of out-of-memory conditions

Right, that makes sense for when you have no swap and legitimately run
out of memory. Usually when _I_ run out of memory on a desktop machine
it's because some application has started allocating vast amounts for
itself and is eating as much as it can get (eg, yum).
