[Open-scap] XCCDF update

Greetings,

Attached patchset adds support for parsing the remaining elements of the XCCDF 
standard except for the TestResult element. After application, the library 
should be able to process any XCCDF document from the official repository [1] 
and expose (almost) any gathered data through its API.
