[Open-scap] Python bindings broken

It seems that the functions that use the macros that were added in commit
2cc1ec91f7fa19a2889c00073bab7ab30a755818 are not picked up when swig 
creates the python bindings, such as the functions:
xccdf_value_instance_set_value_boolean()
xccdf_value_instance_set_defvalue_boolean()

Trying to import the openscap_api module causes an import error and these
functions are undefined symbols.
