[Open-scap] XCCDF Internationalization and XCCDF setters implementation

The attached patch file and new files zip extend the XCCDF
implementation.

XCCDF internationalization is implanted through the introduction of the
oscap_text component that holds Unicode text representations (refer to
https://www.redhat.com/archives/open-scap-list/2010-January/msg00005.htm
l).

The content of the xccdf_extensions.h file is merged into the xccdf.h
file and xccdf_extensions.c is renamed setters.c

Note that the patches and new_files retain the XCCDF_POLICY directory.
For the time being I would prefer to separate the Policy component files
(XCCDF Policy execution) from the those of the XCCDF component (XCCDF
XML modeling).
