[Open-scap] bug with comparison evr_string (epoch)

Hi, 

I have found a bug in Open SCAP 1.0.0 (incorrect comparison evr_string ) on UBUNTU 12.04.3 LTS. Attached files demonstrate this problem. 

For example two states (logically equal, but definition returns correct result only for number 2) return different results: 

1. <evr datatype="evr_string" operation="equals">0:2.4.1-1ubuntu0.1</evr> 

2. <evr datatype="evr_string" operation="equals">2.4.1-1ubuntu0.1</evr> 

2.4.1-1ubuntu0.1 is installed on my OS . 

Evidently previous bugs with comparison evr_string was not fixed completely.
