[Open-scap] OpenSCAP bash completion

Please consider installing bash-completion package among the OpenSCAP 
scanner.

Long time ago, we have created small bash completion script to help 
users compose long oscap commands. Last week I have learned that people 
may not be aware of this option. As the bash completion does not work 
out of the box. On certain distributions users need to opt-in by 
installing bash-completion package.
