[Open-scap] What does "No candidate or applicable check found" mean?

On checking RHEL7 system, we getting 4 “Not Checked” rules.

Three Evaluation Message return: “No candidate or applicable check found"

What does that mean? That no OVAL exists?

What are the possible general messages that “Evaluation Message” can return?
