[Open-scap] Unable to build SCAP Security Guide with current OpenSCAP git

I'm trying to build the SCAP Security Guide with git/master of OpenSCAP but
I'm getting the following error in the build:

...
oscap xccdf resolve -o output/unlinked-rhel6-empty-groups-xccdf.xml
output/unlinked-unresolved-rhel6-xccdf.xml
OpenSCAP Error: Start tag expected, '<' not found [oscap_source.c:230]

If I go in to the build directory and manually run "oscap xccdf resolve -o
output/unlinked-rhel6-empty-groups-xccdf.xml
output/unlinked-unresolved-rhel6-xccdf.xml", it still dies of course.  It
looks like it worked in 1.2.5 but dies in 1.2.6 (as well as the current
master).

Is this an actual bug in OpenSCAP or is it possible the SSG doing something
that is expected to not work with the newer version?
