libopenscap8 is included in Debian and Ubuntu. No additional repos required.

Check out http://packages.ubuntu.com/trusty/libopenscap8

Trusty Tahr is too old to have the latest version of OpenSCAP. If you think
they should bring 1.1 or even 1.2 to 14.04, open a Ubuntu bug.
