[Open-scap] SCAP 1.3 Certification

On top of that, I can add that we are waiting for NIST to provide the
certification
test suite for RHEL8. For quite a long time, I must say. So, we would appreciate
a bit of pressure from third-party entities applied to NIST regarding
this matter.
