ruby -230-1 security update brought upstream bugs in
and currently pending update -230-2 still doesn't fix them all: https://bugzilla.redhat.com/show_bug.cgi?id=452825 
This is a temporary change to force pungi to ignore ruby updates, revertin to ruby -114 from F9 released repo
so that developers can continue using build-all script
