Disabling a Host prevents new VMs from being started there, but 
previously running ones remain. When you use the 'clear this host of 
VMs' functionality then the host will be disabled along with queuing 
migration of VMs, however even here the VMs will take some time to 
migrate, so we don't want to delete the host from the database yet.
