I think you have older packages on your system:
sysadm (root):~>passwd hjkhkhk
New UNIX password:
Retype new UNIX password:
passwd: User not known to the underlying authentication module

I agree it should not prompt for the passwd, but it does NOT seg fault.

What pam and libpwdb packages do you have ?

UNIX is user friendly. It's just selective about who its friends are..
