Well,

it doesn't work for me too. I have shadow, but it worked with 4.2 before 
installing the updates. This is my /etc/pwdb.conf:

#
# This is the configuration file for the pwdb library
#

user:
        nis+unix+shadow
        unix+shadow

group:
        nis+unix+shadow
        unix+shadow


I tried

user: 
	nis+unix+shadow
	nis+unix+shadow

group: 
	nis+unix+shadow
	nis+unix+shadow

Same results
