Variation between /etc/pam.d/login and /etc/pam.d/rlogin

/etc/pam.d/login lists the securetty, nologin, and pwdb modules in
this order:

auth requisite pam_securetty.so
auth required pam_pwdb.so shadow md5 nullok
auth requisite pam_nologin.so

/etc/pam.d/rlogin and the other r services, rsh and rexec, order them
differently:

auth requisite pam_securetty.so
auth requisite pam_nologin.so
auth required pam_pwdb.so shadow md5

(with pam_rhosts_auth between nologin and pwdb). These should probably
be consistant.
