Neither system has an /etc/pam.conf (they've been moved out of the way).

New log messages from /var/log/everything (edited for relevance):

(upon login via rlogin)

    PAM_pwdb[16471]: username [scoile] obtained
    PAM_pwdb[16471]: (login) session opened for user scoile by (uid=0) 
    pam_limits[16471]: reading settings from '/etc/security/limits.conf' 

(when attempting to execute "passwd")

    PAM_pwdb[16536]: bad username []
    PAM_pwdb[16536]: password - could not identify user
