Error with pam_access.so

I am trying to set up a system where clear text passwords are not
passed over unsecure networks.  I want to allow S/KEY from anywhere
but passwords (via pam_smb_auth, I know it's icky) only from the
console or local networks.

I get these errors:
Aug 25 10:11:55 bane pam[14615]: unable to resolve symbol:
pam_sm_authenticate
Aug 25 10:11:55 bane pam[14615]: unable to resolve symbol:
pam_sm_setcred
Aug 25 10:11:57 bane login[14615]: FAILED LOGIN SESSION FROM localhost
FOR jeremy, Module is unknown

Can someone help me?

I thought I would use this /etc/pam.d/login file:
auth       required     /lib/security/pam_securetty.so
auth       required     /lib/security/pam_nologin.so
auth       sufficient   /lib/security/pam_skey.so debug
auth       requisite    /lib/security/pam_access.so debug
auth       required     /lib/security/pam_smb_auth.so debug
account    required     /lib/security/pam_pwdb.so
password   required     /lib/security/pam_cracklib.so
password   required     /lib/security/pam_pwdb.so shadow nullok
use_authtok
session    required     /lib/security/pam_pwdb.so

And this /etc/security/access.conf
+:ALL:console 127. 10.
