requisite

hi,
if i have the following setup in /etc/pam.d/rlogin

auth requisite /lib/security/pam_securetty.so
auth sufficient /lib/security/pam_rhosts_auth.so
auth required /lib/security/pam_pwdb.so shadow nullok
.........................
.......

now i expected that the requisite keyword would NOT prompt
for passwd when root tries to login from a non secure tty i.e. one which
is not defined in /etc/securetty, i expected that it would exit directly
BUT it did prompt me for the passwd when i tried to login as root from
a non secure tty.
any help?
by the way the sufficient keywords works, if i have a ~/.rhosts it will
not prompt for a passwd
thanks
