PAM-env: Unable to open config file



whenever I try to start an FTP session (I can log in fine, but it is VERY slow : 10-20s everytime), here is what I get in the /var/log/messages :

Aug 14 13:01:58 velu ftp(pam_unix)[29140]: session opened for user fusion3 by (uid=0)
Aug 14 13:02:01 velu proftpd[29140]: velu.fusion3.com (modemcable093.6-203-24.victo.mc.videotron.ca[24.203.6.93]) - FTP session closed.
Aug 14 13:02:01 velu PAM-env[29140]: Unable to open config file: No such file or directory


here is the content of my /etc/pam.d/ftp file

auth       required     /lib/security/pam_stack.so service=system-auth
auth       required     /lib/security/pam_shells.so
account    required     /lib/security/pam_stack.so service=system-auth
session    required     /lib/security/pam_stack.so service=system-auth

can anybody help?
