it's brokenness in shadow configure, no idea why
diff -rcN shadow-4.0.3.orig/configure shadow-4.0.3/configure
*** shadow-4.0.3.orig/configure Wed Mar 13 20:04:25 2002
--- shadow-4.0.3/configure      Fri May  3 13:47:15 2002
*** 10268,10274 ****
    echo $ECHO_N "(cached) $ECHO_C" >&6
! LIBS="-lpam_misc  $LIBS"
  cat >conftest.$ac_ext <<_ACEOF
  #line 10273 "configure"
  #include "confdefs.h"
--- 10268,10274 ----
    echo $ECHO_N "(cached) $ECHO_C" >&6
! LIBS="$LIBPAM -lpam_misc  $LIBS"
  cat >conftest.$ac_ext <<_ACEOF
  #line 10273 "configure"
  #include "confdefs.h"

in other words: replace
LIBS="-lpam_misc  $LIBS"
LIBS="$LIBPAM -lpam_misc  $LIBS"
