pam_authenticate only works when logged in as root

This isn't the issue : Authentication succeeds if the daemon runs as the 
user it is about to authenticate. When the permissions of /etc/shadow is 
the issue, *all* authentication fails except when running as root.

It's probably some sort or RBAC issue, of PAM is using an external helper.
