pam_ldap problem with ldaps

We're having trouble with an application that we've written that uses pam
to authenticate users when users attempt to configure their authentication
to use pam_ldap with a uri of the form "ldaps://" The authentication works
fine in other configurations including using pam_ldap with "ldap://" as a
uri. the "ldaps://" uri works for ssh, but not for our application. Any
help or suggestions would be greatly appreciated. I can provide our
application's source code used for authentication if requested.
Background:
The pam configuration file that our application references is
/etc/pam.d/scitegic which contains the following info:
