pam_limits Document valid values

For me it wasn't clear whether pam_limits uses the range used by user
space [-20, 19] (tools like nice) or kernel [1, 40] (setrlimit). So here
is a patch for the relevant docs for the valid values. We could also
instead use a text like For valid values see man setpriority.
