su fails

 Why do I get the following errors when I try to run su as a non-root 
user: 
Sep 30 06:54:30 (none) su[2177]: PAM _pam_init_handlers: no default config 
/etc/pam.d/other 
Sep 30 06:54:30 (none) su[2177]: PAM error reading PAM configuration 
file 
Sep 30 06:54:30 (none) su[2177]: PAM pam_start: failed to initialize 
handlers 
Sep 30 06:54:30 (none) su[2177]: pam_start: error 26 
/etc/pam.d/other does exist. 
# rpm -qa|grep pam 
pam-0.77-38-2 
pam-modules-2003.3.11-1
