Linux-PAM 1.1.8: make install tries to mkdir existing dirs

Hello,

With Linux-PAM 1.1.8, I get this kind of warnings during make install:

     *** mkdir -p /usr/share/locale/ar/LC_MESSAGES
     /usr/bin/chgrp: changing group of '/usr/share/locale/ar/':
         Operation not permitted
     /usr/bin/chgrp: changing group of
   	 '/usr/share/locale/ar/LC_MESSAGES/': Operation not permitted
     installing ar.gmo as /usr/share/locale/ar/LC_MESSAGES/Linux-PAM.mo

As far as I understand, po Makfile tries to mkdir -p on directories
that already exist on the system. I think it is a bug. Can you confirm
and file a bug if appropriate?
