[Patternfly] tooltip delay

I don't see any kind of "intent" for bootstrap widgets. It looks like
the usual way to apply intent is to set a very short delay -- the duration
varies based on whom you ask.

I think PatteryFly should specify a default delay for any kind of pop-up
widget -- perhaps 200 ms. And then maybe 1 or 2 seconds for special use
cases.

I'll probably go with 200ms for my use case for now, but look forward to
official guidance from PatternFly.
