[Patternfly] PatternFly reference implementation v2.3.0 released

Is patternfly following semver <http://semver.org/>? It seems 2.3 has a
breaking change, which if following semver, should make the version 3.0.

It would be good to know so I don't rely on version numbers to know how to
upgrade. If not following semver, then I can't rely on the default
npm/bower dependency management behaviour.
