[Patternfly] Empty Tables

Vince,

I've seen this handled 2 different ways:

1. Remove the table surround completely from the page, and use the empty
state pattern.  Once there is content to show in the table, then the table
appears.  Example:
Empty State on page:

Table/list/etc replaces empty state:
https://redhat.invisionapp.com/d/main#/console/8777199/197650677/preview

2. Empty "notification row" added to table.  Example:

In this case I think it would be better to have a call to action for how to
get content into that table than just the notification if possible.
