[Patternfly] Landing Page Content View Contribution

For Storage we've done a similar empty state page with one action to create
an initial storage cluster. https://redhat.invisionapp.com/share/6T900V2ZX

 I think the preferred approach may be dependent on whether there are
multiple actions the user can take and whether this is for first use only
or something that's more like a home page for the app that is displayed
each time the user logs in.
