Actually, this should be the default pid_max limit that you are seeing.
Please do the following to change the PID limit runtime:

	echo 1000000 > /proc/sys/kernel/pid_max

can you now create more threads? Also, you should pid_max well above the
expected number of threads, as the PID space gets overcrowded the PID
allocation overhead increases. Could you run one more test to find out
whether the test_str02 results for 32K threads are influenced by the
pid_max value?
