should bugs get reported to red hat? or upstream?

should all bugs get reported to red hat? or upstream? are the rules the
same for beta as for post-release? (and should RPM be extended with
another field to include an e-mail or web address for where to report
bugs for that package?)

it is not at all clear to me how to proceed in the general case...

for example, it would initially appear to make sense to report bugs in
mozilla to mozilla.org as it is a large, complex package written by
mainly non-red hat staff and which has its own active maintainers. on
the other hand, the kernel is also a "large, complex package written by
mainly non-red hat staff and which has its own active maintainers", and
yet i suspect that bugs in red hat-supplied kernels should be fed to red
hat directly.

should i just take that view that if red hat compiled it, or it's on the
red hat web-site/cd, then i should feed it to bugzilla.redhat.com?

guidance from anyone redhat com ?

cheers,
