The control panel seems to set
"/desktop/gnome/url-handlers/unknown/command"

I don't know if it's right but I assume there was some kind of plan
there.

Our plan is to hardcode gnome-libs 1.4 to run htmlview, 
then htmlview pulls the gnome 2 gconf key.
