The remaining respawn code are:
1. respawn() method skeletons in all scriptlets. Some of them actually 
still contain code:
    * initialization.py
    * selinux_setup.py
2. respawn-related parameters:
    * pki_update_flag
    * pki_deployment_cfg_respawn_archive
    * pki_manifest_respawn_archive
    * pki_respawn_log
3. respawn-related messages in pkimessages.py

Feel free to remove them in a followup patch.
