[Pki-devel] [PATCH] 68 - Return to d9 behavior for RetrieveModifications Task

There are problems in the d10 behavior, most likely because of failing
to handle cases where the db connection closes or something else
untoward happens.

Revert to d9 behavior for now, and opening a ticket to fix properly
later.
